Perhaps a bit yes, but if someone in your panel turned ranking before you, they probably are higher in the ranking

No, there are very few per country. Check online for "MSCA NCP Netherlands" and you should find their contact.

GAP probably means Grant agreement preparation.. I don't have it in my portal though
