It is a lottery. Your evaluation is entirely dependent upon the whims and feelings of whoever looks at your proposal.

The system is presumably largely automated and it follows a schedule that must comply with finalized budgets, so even if the reviews were completed months ago, the other parts of the bureaucratic apparatus have to proceed along, forcing all of us to anxiously await replies.

Has anyone heard of a university funding an application that was ranked highly but didn't make the cut for MSCA? Ranking seems to imply your application is being placed in a list of possible candidates for funding.
