I was evaluation (ls9) and am now rejected (B). They sent it to 10 reviewers. Can the candidate with a B score submit the proposal again for 2025 stg?

I had my interview today. I had connection problem, rejoining several time that made me so nervous. By the way, I got some ethical questions that couldn't be addressed properly. Now I think about how they evaluate. Do they want all questions answered?
