I guess that it really depends on the evaluators. Even tough they are guided by a template in order to score your proposal, if they think the project is not feasible or they don't like it, they will find 1000 things to put you down; and even if they don't find it, they will make it up. Noone knows it exactly. I also got rejection from onr ncp, so i am waiting an official notification for any case.
