I did not see anything about the CAR panel. Is it over?

CAR had the possibility of a 3 years fellowship. If they reduce to only 2 years by closing that specific panel, more people can be funded.

The number of people on hold is a bit weird since CAR is the panel with one of the higher rates of success.
