not really, only proposals above 70% are eligible to get the grant. so the flow is : eligibility check --> ineligible proposal out, the rest continue for evaluation evaluation --> below 70% out, the rest eligible for grant and continue for ranking ranking --> due to limited funding, the funding cuto...

ineligible proposals were notified in a very beginning, before the 3 experts evaluation. They are different from the proposal below the threshold Exactly, when do they notify ineligible candidates? Last year there were 8957 eligible candidates. And below the line (<70) there were 1848 applicants... ...

From the objective, it is clear that the focus of MSCA is on the "training". if you can demonstrate that you need 2-3 years project to train yourself and to acquire a new skill, you have a chance to get it, doesn't matter in which career stage you are now I think for someone with "great" publication...
