For sure it also depend on the panel ! Publication record is certainly more important for natural sciences than for humanities. The publication rate is not the same. Not sure that the CV his really important (I mean in term of number of publications and/or citations)...
The only think you have to do is to strictly follow the guidelines and to have a sexy proposal and of course a lot of luck !
