Yes. They have the previous years evaluation during the consensus report. Not when the reviewers make the individual report. Ok, so they do not see any previous evaluations before writing their reports. I think they know that it is a resubmission. And, if I am not mistaken, they get to see previous ...

Also note that some people in SOC,CHEM, etc. are in the EF and some people are in the GF, so although the panels look the same they actually are grouped differently.
