Take it together with the next syntax:"canDeclineSignGA":true. It seems that the GA for this proposal can (will) be declined.

I think every one has true value for this field at this stage.

What about the field "canDeclineSignGA"? If you can refuse to sign a grant agreement then wouldn't that mean that you are being offered the fellowship?
