I got something but now the page is not loading anymore. I was able to download only one of the files. The file is titled:

that's odd, dreamer said i was on the main list with 91.4, i'm in the career restart panel with a social sciencr project

CAR is different than SE, if i am not mistaken CAR doesnt have individual panels such as SOC, ENG, LIF etc but SE does.

So those who are below budget are not funded but will get the seal of excellence because they are above the cut off. Correct ? No not really as far as I know. Seal of excellence you get with 85 points and higher. But the cut off to get into ranking is 70. So people between 70 and 85 were in ranking...

Depends on how many drop out of main list/ how much money becomes available. But you need to be really 1st and 2nd on reserve list to be in with a shot. Ask your NCP where you are on the list.
