They simply give the grant to the applicants from higher to lower score. When the total money allocated to an specific panel runs out, the last person to get it is defined as the cut off score.

Change: 02/02 at 9:50 from submission to evaluation. 9:55 from evaluation to ranking (CET)
Panel: PF/GF - CHE
First letter acronym: P
First letter of last name: L

And right not to Ranking, within 5 min.
