The outcomes of the process are so random, it's hard to tell. Lot of people get close to the cut-off one year only to find out that an improved proposal suffers a much weaker evaluation in the next call (even as an official resubmission). I'm not sure about ITN's - and I'm in the social sciences - so I'll let someone else answer. However, as a general observation, I'd say apply even if you feel like it's very competitive. Few postgrads know where to look when to apply for a Ph.D. and tend to apply to continue where the got their last...

Welcome :)

Just to clarify, are you referring to applying for an MSCA Individual Fellowship while doing a PhD? Or applying for an MSCA co-fund position? Or something else?

I've heard competing answers about this. From my understanding, first of all, MSCA IF is supposed to be your full time job, with no other work being permitted. However, I've seen people integrate teaching as part of their IF grant proposal - successfully.

It will be sent out in a few months to all applications over a certain threshold. Last year it was 85%. There is no need to request the seal of excellence. It’s automatic.

The idea is that anything over 70% should be funded, but because of a limited budget, they are funded based on score until the funding runs out.
