How does the seal of excellence work? How does one know that their score is eligible for SoE?

There isn't much to infer from this. I am still in EVALUATION phase. This is a re-submission and I am confident that the score will be 70+

I came across this last year.

I am pretty stressed out this time. This is my 3rd and final attempt as I moved to the host country making me ineligible for the next round.
