Because the mobility is based on the time of the application . I started in my lab while writing the application (well within the mobility rules), if I get the grant great, if not we have applied to others. I think for a lot of people this can be the case. If a lab wants to hire you sometimes they don’t want to wait to start the project. If they have the means why not?

This is the ideal situation. I am really happy for you. And also hope that i will have a chance for such opportunity this year. In addition to MSCA, i submitted with my potential host 2 more proposals. Meanwhile, they are waiting to see what the outcome will be before hiring me. But told me that i will get this position anyway. Last time I joined the host before submission and then could not get. That will eliminate the chance of re applying with the same host. They still want me to remain here but I wanted to get the fellowship.

Just to clarify on the ethics question; the EC is clear that the ethics evaluation is a separate phase unless the reviewers see something that they think would be a problem for the research. This final additional ethics phase is almost certainly only for those who have the grant (or maybe on the reserve list) where there are ethical issues that they may have to fulfill as part of their grant preparation. But, if anything, it shows that the evaluations are done and ready to go.
With so many evaluations to send out and so many applicants, I would guess that there is some serious administrative work to do in order to prepare to send the grant evaluations out and make sure all the results are communicated appropriately. I still think that we will be a week ahead of the deadline. Maybe Feb 2 or 3. This is PURE SPECULATION. But I'm sure we have another week to wait.
Now, can someone make a good Monday morning MSCA meme?
