As i remember, that GAP filter was always in there, even 2-3 weeks ago. Please check it again, Follow up- document library- order by PROCESS. If you order by date you only see the proposal, but if you click on order by process, it's GAP-Project ID and there is only the proposal under it.
I don't think so it's specific, please check it well again

Good morning guys!
I think we probably all have the GAP-XXXX(proposal number). Once you go to document library, you have to click on "Process" so it shows up (basically sorted by GAP number). If you click back on "date" which is the default when you get in then it shows September again. I am evaluation btw.
Also if you go to document library and then disable styles you will se GAP-XXXX down in between other lines with docs straight away. I also found this GAP-XXXX sentence all over the code when I right clicked and hit inspect element back in the "main page" in active processes. I think it's clearly how they refer to our "case" since the begining in our page.
