It is just partly correct. I don't think so, winning this fellowship means directly the ability to attract funding, but how valuable that is still depends on different institutions with various conditions that we may know or may not know. Getting a faculty job / permanent position requires a lot and the ability to attract funding is just one of them. I've (unsuccessfully) applied for an ERC starting grant last year, and got mixed comments on my past MSCA (got in the 2018 call). I agree with pepper. It surely helps, but it's not the MSCA to determine whether you get tenure. So I'd say the MSCA fellowship does look good in the CV, but in my limited experience it's not a crucial factor that certainly gets you a PI position.
