how come my status is always Final? how can I see evaluation or ranking maybe?

You're not looking at the right page. Click on 'Follow up' on the right, and then disable the styles of your browser (google how to do this). Then you will be able to see the 'phase' your application is.

I think, as we are not going to all share our full proposal numbers, that we cannot figure out if it is by proposal number, submission time, or panel that things change. The guess has been that it is the first or second, but doesn't seem to be by panel.
