Yes. It was explained in details by some guest - look through the posts. It seems according to the rules they can do such transfer in certain cases to enlarge the chances for funding.

Yes I understand that. I am wondering why would they do it though...Does it mean that they dont have enough proposals on the SE panel that scored above threshold so they have to transfer some from other panels that were also eligible to apply with a non academic sector (SE)? For example, a proposal that is eligible for application with both RI and SE panels decides to apply with the RI. Then, if the EC lacks fundable proposals in the SE, they look for proposals in this pool of dual eligibility cases...you see what I mean?

Yes, i do. I have already heard about such cases, not in my panel. Only "multi-submitters" could answer this question.

I just realised mine was changed from IF_SOC into SE. Still in the EVALUATION mode

perhaps you are reading the two different links without realizing, both links have different "proposal":true,"finished":false/true
