Does anybody know if the proposals are either illegible or didn't pass 70% will enter into the 'RANKING' procedure? and what is the purpose of 'RANKING'?

Basically, once you passed 70% you are eligible for the grant. However, since the budget is limited, the proposals above 70% are ranked to decide the cut-off score for funding.
So yes, those proposals below 70% will not be ranked.

I repeat, judging from my experience and at least 2 people I know in person, for 2017 MC those that remain evaluation until the last day, will not pass the threshold. Things may change, of course, for this uear.
