Very unlikely.

Maybe these reminded in evaluation phase are illegible or didn't pass 70%?
Does anybody know if the proposals are either illegible or didn't pass 70% will enter into the 'RANKING' procedure? and what is the purpose of 'RANKING'?

That link was created by a maladjusted computer nerd who works for the commission, and who, every year, takes great pleasure from tormenting us. In other words, the link is horseshit, ignore the damn thing.

Basically, once you passed 70% you are eligible for the grant. However, since the budget is limited, the proposals above 70% are ranked to decide the cut-off score for funding.

So yes, those proposals below 70% will not be ranked.

I repeat, judging from my experience and at least 2 people I know in person, for 2017 MC those that remain evaluation until the last day, will not pass the threshold. Things may change, of course, for this uear.

otherwise, RANKING unnecessay proposals does not make much sense

As I said before, people in <70% are also a rarity. Few proposals reach <70%

That is also a possibility.

I disagree with this. Take a look on the percentage of proposals below threshold for 2017:

You just proved my point. Look at ST_LIF for example.
13.52%

incredibly, lower than even the success rate

yeah, I think in average around 20% of the proposal below the threshold
