I'm just under 2 years into my first postdoc, in a different EU country than my host institute. And am seriously considering leaving academia if I don't get the MSCA IF. Anyway, for those who are currently in good position that they won't want to leave, you need not worry. The latest starting date is 1st September 2021 (that's not a typo. Really, 2021). Gives you plenty of time.
As for the part time thing, by default all grants are full time. You need to apply for "permission" to do it part time. However, by my understanding, this should be quite straightforward. It's only a matter of the paper-work and the agreement between you and your host institute. The only exception is that the outgoing phase of a GF has to be full time.

In MSCA IF, as a rule, the researcher must be employed full-time. Part-time employment can however be accepted on personal or family grounds. Since the publication of the work programme 2018-2020, part-time for professional reasons in order to pursue supplementary activities can also be requested provided that it is in agreement with the supervisor and beneficiary, and it received prior approval by the Research Executive Agency (REA).
For Global Fellowships part-time work due to engaging in supplementary activities cannot take place during the outgoing phase of the Global Fellowships.
Supplementary activities include, for example, creating a company, pursuing another research project, engaging in advanced studies not related to the MSCA grant, etc.
However the researcher cannot be involved in two MSCA grants at the same time.
In case of part-time work for professional reasons, the researcher must dedicate at least 50% of their working time to the MSCA IF action.
