Is the no. of previous MSCA applications can grantee the acceptance of the application comparing to first time application?

Not sure if I understand your question correctly.
The number of previous application does not change the outcome. There are people getting it the first time, people that have applied more than 3 times and still not get it and people that have applied several times and get it.

First time (2017) I wrote it no very seriously and I got 69. Last year I change the project and the host (the host was very helpful in some sections) and I got the seal of Excellence but not the grant... Even with help from friends and NCP...
