Has those who failed the eligibility check be notified of their rejection early? If one is still in submission/final phase now; does it mean he/she passed the eligibility check?

Eligibility check is notified quite early, I think. So if you have not received anything you are still on board.

For example my friend was rejected at 29.01.2018.
She had 67%
I do not now when actually results published out.
