Maybe RANKING phase includes everyone who is under the winning score and have no ethical issues... who knows

Ethics requirements should be met anyway. There is no connection to the ranking. They only ask for clarifications on ethics in case the candidate have a very high score/place in the list.

I believe this is negotiable. Every institute has people in Research Office that are trained on ethical aspects. So, basically the candidate is not alone to address those issues. After all, some proposals required more gentle handling and quality check of ethics. If they didn't do it then (before submission), they, for sure, have to do it now.

For this transition year (at least) the UK is still a paid participant in H2020 (the "bill" of Brexit is one of the things remaining to be negotiated, I think). The difficulty would have been with a hard Brexit and no agreement in place, in which case funding was underwritten by the UK government for submitted proposals, as others have stated. But in this case, I think the funding comes from the EU without a problem. However, I don't know that it will be possible to submit a future application for an MSCA IF to a UK institution, but I don't know if anyone knows yet what the situation will be. Last year after the results came out no one knew if it would be possible to get another application in, so it is rough for those of us aiming at the UK if we might need to try one more time. :cry:
