What’s the point of the reviewer feedback when they move the goalposts the next year anyway?

I deliberately didn’t touch a section because I got perfect feedback last year. Changing it would be suicidal, I thought.
This year I get an entire point less on the exact same section.
I would have been better off without the feedback because maybe then I would have been confident enough to review that section nevertheless. Instead, I thought I got it right.
Next year the rules will completely change again, so I start from square one in my application.
