Changing from "SUBMISSION" to "RANKING", directly, is not possible, logically speaking! For sure there is the "evaluation" step...

Dreamer" status turned to evaluation again after ranking. Most of the people who stayed in evaluation status for a long time got less than 70 or had eligibility issues.

Last year my status went to evaluation in the same time with other people but it took around 6 hours for a change to ranking. In the end I got more than 70 but less than 85 :D

I think the final score of each applicant must have been concluded (way) before the phase change. 8-)
The phase change might reflect some kinda sorting and/or classification IF it really means something.

Same situation here last year. For me took a long time to change from evaluation to ranking and I got a 78. Actually I remember I went nervous about everyone having a ranking status but me.

Come on peeps... I think it´s coming tomorrow for the NPCs and by Monday we'll start getting notified
I wish we have a Dream Team this year, so I could either celebrate or drink my sorrows away during the weekend... :(
