Exactly, they always keep some buffer time. Which is why eventually they manage to send the ESR in advance (4 months instead of 5 after the submission deadline). Anyway, just to clarify: there may be delays beyond the EC control. They surely struggle to get things done in time. On several occasions they have sent the ESR one month before the stated date. But it also happened that they took 1 week longer. Like I said, if remote experts drop out and don't finish their IERs, those proposals must be reallocated to other experts. Also, disqualified experts may see their IERs fully invalidated; hence, all those proposals must be reallocated to other experts... And the chain goes on and on. The process is complex in itself and also complex to be coordinated.
I sincerely hope that we won't have to wait any longer. Initially, if I recall well, results were expected by the beginning of February.
Personally, I started counting the minutes since the end of January
They still have time to ask for another review.
For sure they start moving into ranking when they have all the reports and that the consensus is reached for everybody.
If not why are we (most of us) moving into ranking on the same time span (1-2 days).
Results are expected in March this year as the deadline was in October and not in September as usually.
I also believe that the change to 'ranking' reflects the consensus being reached. But I think that at this point all the ESR are ready and the EC is slowly uploading them. And I think that this is why some of us are still in 'evaluation'.
I only hope that there have been no major setbacks during the evaluation and that they will respect the 5-months timeline.
On a side note: I have noticed that since Horizon Europe they tend to send the ESR on the exact stated date. Maybe they're tired with applicants protesting about delayed results one month before the expected date But I hope I'm wrong, I'm really hardly waiting for these results, for my prospective post-doc.
