I'm not sure it works like that. The budget of the call is fixed and should pay all the fellowships, including the ones to UK. If there are more winners going to UK compared to how much the UK contributed, then they'll figure it out afterwards and re-balance the contribution of UK to the operational costs of the msca. In that case, it's UK, by far. And it's the case every year
So it is possible that there will be more grants than what we could expect from this year budget.

No you don't have enough info to say that your NCP didn't lie!
The most likely outcome for each applicant is rejection, about 75% to 90% probability depending on panel, so the NCP may just have gave you the highest probability answer

I am a first-time applicant.
My status is currently EVALUATION.
However, the panel depicted in Follow-up suggests that the evaluation has not been completed. This is shown when the mouse is kept on the line between "Submitted" and "Informed". It says Evaluation (completed 0%).
I wonder whether those in RANKING have a different situation.
