This could be interesting for those in the reserve list : I got an EF-MAT, but I just got a permanent job (up to administrative details), so I will most likely give up my spot.

Your situation seems to be even worse. I believe if the topic is simply not to the reviewers' taste, they simply invent weaknesses, which is obviously not scientific and against the rules of the call which has a bottom-up approach if we are to believe their claims. Maybe they can be honest and simply determine the topics for each year's calls, and we will know that our specific topic does not fit. Even that is more objective than simply eliminating the ideas you do not like. I know nothing about any of those subjects, but from what you wrote, yes, you have every right to ask for reevaluation. Your English is impeccable, let alone a native language. From all we could gather, it depends to a very important degree on who you get as an evaluator, same as with publications. Of course that some projects will be appealing to anyone who reads them, but how is it possible that one project gets 90 one year and 70 another; if it's not sad one could even find a "humor" in that.

It was stated in the "RESERVE LIST GAP Information for Beneficiaries - PF 2021 - 04-07-2022" that:
Start Date Options
You will need to choose one of the two possible options:
1) "Fixed start date"
Selecting this option means that your project will start on a specific, pre-defined date. This date must be encoded during the GAP procedure, together with a compulsory explanation in the “Justification” box. For example, “the researcher's current contract will end on …”.
• The earliest possible fixed start date for your proposal will be 01/09/2022
• The latest possible fixed start date that can be chosen is 01/09/2023
Although the start date will be fixed in the grant agreement, this can – if necessary – be changed later on via an amendment.

any data on funding allocation happened in 2021 for this?
does it proportionally depend on the number of proposal received by each research area?
or
my main question is, "is there any specific research will get more chances of funding?"
