In previous years the first to be contacted were the successful applicants.
However last year it was sort of mixed, I am not sure if there was a clear division between successful and unsuccessful proposals. Indeed many complained about the order of emails sent by the EC, so they may have changed the system

2 years ago they (the EC) first contacted the winners, then announced it on twitter without informing those who didn't get it, which in turn meant that effectively 10 000 people found out they didn't get funded via a tweet. Naturally this didn't fly well with those 10 000 people. So, next year they (the EC) released the results, i.e., sent out results via email, on the same day for everyone, without any particular order. Some got notified they got it early in the day, some late, there was no order to it.

Dreamgirl phenomenon was a one-time thing. This might have lasted if butt-hurt know-it-alls who "deserved to be funded" but somehow failed in the process, didn't proceed to complain about it (availability of results) on social media. You can thank them for discouraging any would-be dreamgirls in more recent calls.

Hi guys!!!
I don't know if this helps anyone.
I tried last year (SOC panel) and got a score of 88; my status was "in evaluation" until Sunday 20 March (the day before the scores were released). I received the first email around 8.30 am (on that damn Monday 21 March) with just my score and the evaluation report. I didn't know if it was enough to be funded, even though I knew I got the SOE. Then, after a whole long hour, I received the rejection email.
It was a terrible experience... I hoped and hoped until the last minute. They shouldn't behave like that. I hope that this year the emails will arrive at the same time or there will be only one email.

The "final" status doesn't mean much, just that the call is closed. If you want to check the "phase" status, search for "magic link" in the search bar
