Yes, all panels will be included. A clarification: do you think they will calculate the overall budget and redistribute it between EF and GF and then into the respective panels according to the criteria mentioned, or will the EF and GF budgets remain separate?

Does anyone know whether in any official Horizon Europe/MSCA document it has been mentioned that applicants should explicitly include a statement about data availability from collaborators (if the proposed project involves the use of existing data from different collaborators)? As far as I know, it is not a requirement.

It seems that the EU (REA) is going to remove the UK-host proposals from the reserve list (same as 2021 & 2022 practice). we (UK-based proposals on the reserve list) should be in one place and thinking and acting about the problem. You are absolutely right. Those calculations are just for a rough approximation. For your concern about #3, I think UK has one of the highest country coefficient, therefore the UK-based projects budgets will be cover more projects. I agree about the lengths will matter, however, as I have seen the majority of the proposals are close to 24 months.

I do not think this would affect the budget because, during the application, the budget did not contain any experimental or hardware requirements of the projects. The budget is all based on living, mobility, family allowance, and host institutional costs.
The main elements are the country coefficient and the length of the projects.

Thank you for the clarification! Will the additional budget be divided equally between global/ european or will each sector have its own? Even doing the calculations proportionally, this seems to me to affect the European projects much more.
