a much worse score this time than last time (80%, 2nd time, ID 789xxx, email received at 6:17 a.m.), and the comments are seriously off-point, as if given by people who didn't really read the proposal ..

is there a way to appeal/ask for an extra evaluation? :)

In my case review quality is very bad. I can't imagine how some one can give such non serious comments. I am ok I had alternative options but there are people who really need this and reviewer show such non serious attitude.
Everybody gets some review comments of questionable quality (myself included). This is how MSCA works... If you intend to re-apply you should keep this in mind (to not get frustrated :) )!!!

In my publication plan, I had the top venues (both conferences and journals) of my domain and I got this comment: "the respective venues are of medium quality". At best, this reviewer is not very familiar with the domain so I wonder why he/she reviewed my proposal.
Not complaining, I knew that it is always possible to get such comments with MSCA...
I don't think so I will apply again. And similar kind of comments in my report as well. I suggested the journals all with above 96% JIF score but according to reviewer its not good enough lol.

I got it. CHE, 3rd time. I got 88 first time and 80 second time.

Considering that I got 95.2% and you more than 98%, I will be really surprised if you are in the reserved list.

There is, but it is time-consuming and useless - they never change anything.
