The 2018 MSCA IF call was announced 27th Oct 2017. The call is open from April until Sept as usual. This tweet refers to the results and the guy asks when the Individual fellowS will be announced. Technically these are going to be 2018 fellows.....

I'm in IF-ST-PHYS.

If it not changing in few days I would really suspect that "Evaluation" indicate a score <70, so that we don't even go to the ranking phase.

Hey, I think your speculations are not correct. I have EVALUATION still on my link. I got contacted for ethics clarification and according to what others are saying that means that my proposal was over 70%. I dont see why they would bother going to ethical review if the proposal scored less that 70% at scientific evaluation. I think they just froze the links.

What about the field "canDeclineSignGA"? If you can refuse to sign a grant agreement then wouldn't that mean that you are being offered the fellowship?

On mine, I have RANKING, and that canDeclineSignGA field is true, and the contact field is empty.
