That's actually quite ridiculous.

So, higher scored proposals are not excellent enough to get into the successful tier but neither faulty enough to be granted "excellent"? Or am i missing something here?

The idea is that anything over 70% should be funded, but because of a limited budget, they are funded based on score until the funding runs out. On top of that there is an expectation that one would run out of a budget, so a higher tier of projects that are very good but can't be funded. The Seal of Excellence is to recognize that a proposal that essentially is fundable is a good proposal, in the hope that you can use it to support your proposal for other funding sources. Many national governments have funding for unfunded but 'excellent' proposals from MSCA.

Please, how i can get the Seal of Excellence? Is an attached pdf anywhere? I get 86, so I must be elegible to that Seal right? Thx

It will be sent out in a few months to all applications over a certain threshold. Last year it was 85%. There is no need to request the seal of excellence. It’s automatic.

Rarely there are opportunities to use "seal of excellence" for applying some funding opportunities.
