No not really as far as I know. Seal of excellence you get with 85 points and higher. But the cut off to get into ranking is 70. So people between 70 and 85 were in ranking and won't get the seal of excellence.
When you google seal of excellence and MSCA you find the 85 points info.

Depends on how many drop out of main list/ how much money becomes available. But you need to be really 1st and 2nd on reserve list to be in with a shot. Ask your NCP where you are on the list.

The SOE has nothing to do with the cutoffs which change every year, it is set at 85 or higher.
