I see in my portal PROPOSAL MANAGEMENT AND GRANT PREPARATION but not still get feedback and evaluation. What does it mean?

Received a rejection letter, below 70%. So evaluation, ranking theory is true. Really, the referees made all the comments they could for taking out marks, with no supporting evidence but just general comments. It's frustrating... ! And also they didn't really have the time to read it and their comments are indicative that they miss my main message. Nevermind, congrats to those who took it.

Friends Good morning.
Congratulations to people who got the fellowship.
This is my third attempt to this fellowship.
My first submission (2018) scored below the target value and the revised version (2019) scored lesser than the previous submission.
My supervisor has lot of publications (about 350), patents and guided more than 50 PhD and 30 Postdocs. He is a editor of leading journal and collaborating with scientist in several countries. My host university is the one of the top fifty institute in the world. So myself only written the proposal and submitted it with limited support from the supervisor.
So this time moved to another host institute in Spain. The Supervisor has experiences about 30 years (250 publications, guided 20 PhD and 9 Postdocs). But she is collaborating with experts and companies in the Spain.
I received my rejection letter. I was shocked there is no weakness in the impact and Implementation part. But in the Excellence part they said weakness as The supervisor has established collaborations with many companies but these are all located within Spain. In the broader sense the quality of international collaborations has not been elaborated and reduced the score to 4.1.
I would like to appeal against the reviewing process. Please share your opinions friends.

Finally, it was so much fun reading all the speculation about the Dream Team I loved all the theories, they made me laugh! I will try to be a part for the next year's call, and maybe help with some advice about the proposal writing, or even reviewing some of your proposals

We were three people in evaluation since beginning of January, way before status started to change.
In my case I haven't even been evaluated. They consider my proposal inelegible because count my contract as interim assistant professor as a research activity (within the las 18 months 9 has been an assistant professor) this position is a pure teaching position so do not fully understand how that can be part of my research activity.
Anyway, just to let you know for future participants, being in evaluation for a long period means something with the application went wrong.
We were three people in evaluation since beginning of January, way before status started to change.

Just woken up to the rejection letter recieved at 4 AM. I already knew the outcome but it is nice to finally have the outcome formalised.
