would be great... but you think so many might leave...? I doubt that. I really wonder why there doesn't seem to be any statistics to be found about how many funded fellowships were refused by the winner...!

This many number is so common...................People don't realize because the concentrate on their own panel. You can ask your NCP for the numbers from last year! I think it’s extremely unlikely so many decline.
Maybe 3 per panel decline so I’d say you need to be top 2-3 on reserve list for those panels like RI, CAR.

It is not common for so many, any your analysis is flawed, probably a certain % drop out but you equally distributed the numbers across panels (33% each). Don t forget that we do not have do rely only on people that drop off but also on a further amount of funding that may become available. Do you think there is any chance there will be more money available this year, as the H2030 ends?

Yep 100%, at the end of FP7 more money was available, I'm not sure how much though, as in not sure how many additional fellows were funded that "normal" years.

Total no. of drop out and other available fund are considered as available vacancy. It gets distributed again as main list. That's why CAR and RI have more chances.
