This many number is so common...................People don't realize because the concentrate on their own panel. But distribution is followed as mentioned above for vacant seat as well.
It is not common for so many, any your analysis is flawed, probably a certain % drop out but you equally distributed the numbers across panels (33% each). If someone drops from LIF it does not mean potentially someone from CAR might get it, otherwise the reserve lists would be combined.
Total no. of drop out and other available fund are considered as available vacancy. It gets distributed again as main list. That's why CAR and RI have more chances. For ST no. get distributed among panels.
I am not so sure about that, are you sure-so you mean if 3 LIF drop out for example then 1RI, 1CAR and 1ST would be funded rather than top3 from LIF?

Yes, This is the way they follow the total dropout cases.

Then this is actually very good news for me - 3rd in reserve list for CAR!

I thought that the reserve lists might not be filled "cross panel", i.e. that reserve lists from CAR are filled with CAR rejections, and RI reserve lists from RI rejections, and so on.

NCP said that from previous years it depends per panel of course but that no more than 5 on the reserve list get funded usually.

I dont see how COVID will influence anything, there will be more funds but its not so much, at the end of FP7 the remaining funds were distributed across all call so in the end when looking at the numbers not so more were funded at the end of FP7 from what I can see.
