Yes. logically correct, we cannot ask for re-evaluation, as there will be requests flooding from the applicants and the whole process and purpose will be lost. Yes, its a LOTTERY, really. I also did receive very absurd points of weakness ... but apparently it was sufficient to reduce my rating compared to the same project of last year. My guess: if you re-submitt next year, do not change anything and do not account for the reviewer's comments, it's just a lottery and some new reviewers may find the present version excellent.

absolutely. It is so absurd that the results are not communicated in phases. It means they can not fix errors and that many people are waiting for nothing (and this may mean rejecting job offers etc..). Are you in the reserve list? I got 94.4 in the reserve list in the panel EF-LIF. NCP told me I was number 2 in the list - could anyone indicate how much I am likely to get the fellowship based on the results in recent years?

Their calculation of time spent is tricky. were there in that city/country even before you start working there? then that period also be counted if its due to your main activity in that country. Yes I am in the reserve list... number 8. So no way I will get it. Only if you are first-second in the list you have some chances.

I got 92.4 EF-CHE on the reserve list, only an email told me to login and check the results. So I think if the grant agreement email is not sent, then it means a failure.
Does anyone know what the possibility looks like to be granted from the reserve list?
How long should I wait or just give up waiting?

My rating has dropped drastically for the Excellence part; I have more comments in strengths, but also in weaknesses, but I don't understand how it can drop like that, except for the fact that one of the reviewers decided to be really mean.
It's so infuriating and incomprehensible. European calls are a big lottery and their review system is absurd.
Even though it is a big lottery, there is no absolute relation on how a project with a high score drops a lot even with improvements!

I did my PhD work in the USA, but I did a 3 month research exchange in my host country in my penultimate year. I then started working ( at a different instute ) in the same country after I finished my PhD work, about 11 months before the MSCA deadline. My boss seems to think we can argue that the 3 month exchange wasn't my 'main' work (as it was supplementary to my work in the USA). But I dont think it would work.
It kind of sucks, because the main reason I did that exchange was to make it easier to find a job here after I graduated. And it seems to be the thing that disqualified me.
